PASSED THE SENATE

 

 

HB 43, PN 68:  This bill amends Title 27 (Environmental Resources) of the Pennsylvania Consolidated Statutes to add a new chapter (Chapter 65) to provide for uniform environmental covenants.  Senator M.J. White offered amendment A04150, which would add US Department of Defense requested language authorizing activity and land use limitations in the federal property’s master plan, as a substitute for an environmental covenant.  The Senate agreed to the amendment.  

SB 390, PN 1540:  The bill defines the offense of “phishing” and provide for the grading of offenses.  A vote of 50-0 was recorded.

SB 777, PN 1456:  This bill amends The Municipal Claim and Tax Lien Law to assist school district, cities, townships, and boroughs with collecting delinquent real estate taxes and municipal fees.  Senator Fontana offered amendment A04299, which requires taxing districts that elect to collect delinquent taxes solely under the MCTL to offer taxpayers hardship and senior citizen payment plans that equal or exceed those offered by the county under the Real Estate Tax Sale Law.  The Senate agreed to the amendment. 

SB 1013, PN 1266:  This legislation amends the Domestic Relations Code to increase the monetary limits of parental liability for tortuous acts of their children.  A vote of 50-0 was recorded.

SB 1051, PN 1472:  The bill amends Title 53 (Municipalities Generally) Chapter 56 (Municipal Authorities) to require an airport authority to adopt resolutions providing for circumstances under which citizens can gain access to records under the Right-to-Know Act and a code of ethics consistent with the Public Official and Employee Ethics Act.  It also requires that an authority incorporated by a third class city within a third class county to form a board of 11 members.  Senator Earll offered amendment A01051, which would make it so that sitting board members would have to leave the position within 60 days of the passage of the bill.  The Senate agreed to the amendment. 

SB 1, PN 1553: This bill amends the act of June 21, 1957, known as the Right-to-Know Law.  It creates a new, easier system for making requests and outlines an appeals process.  It also imposes a civil penalty for denying a record in bad faith. Senator Pileggi offered amendment A04334 that adds a definition for administrative proceeding, exempts transcripts from being released until the final adjudication and makes a change to fees that can be charged for duplication.   The Senate agreed to the amendment as well as agreed to the bill as amended. 

SR 193, PN 1462: This resolution commemorates the 20th anniversary of the Center for Rural Pennsylvania.  The Senate agreed to the adoption.
