The bill amends the MCARE Act by establishing a procedure in which
physicians that are retired from active practice can provide services as
a volunteer in approved clinics. It also creates an MCARE Reserve Fund
as well as Medical Safety Automated Fund. Senator Hughes offered
amendment A05164 that establishes June 30 as the deadline for coming up
with a plan for health care coverage. The amendment failed by a vote
of 14-35. Senator Hughes also offered Amendment A05165 that creates a
10% penalty for late remittances by health care providers. The
amendment failed by a vote of 21-28. A vote of 49-0 was recorded on the
bill.
HB 17, PN 2982:
The legislation amends Title 75 (Vehicle Cod) to comply with the federal
Motor Carrier Safety Improvement Act (MCSIA). A vote of 49-0 was
recorded.
HB 131, PN 2910:
The bill amends Title 53 (Municipalities Generally) of the Pennsylvania
Consolidated Statutes to prohibit local police from charging a fee or
seeking reimbursement for services related to a motor vehicle accident.

The legislation amends the Election Code providing for filing fees and
certificates of filing. Senator Rafferty offered amendment A05181,
which clarifies language for absentee ballots and financial interest
statements. The Senate agreed to the amendment and the bill went over
in its order.
SB 711, PN 1608:
This bill would create an act prohibiting the deceptive installation of
spyware, providing for criminal and civil enforcement, and providing for
civil immunity.

This bill amends the CPA Law further providing for definitions, for the
State Board of Accountancy, for administrative powers, fees, and

SB 1114, PN 1474:
This bill names the scenic view on SR 40 in Wharton Township, Fayette
County, as the “Blue Star Point Lookout.” A vote of 49-0 was recorded.
Special Session
SB 1, PN 33:
This bill, the “Alternative Energy Investment Act,” would provide
funding for investments in Pennsylvania businesses developing
alternative energy technologies; pollution-control technology projects;
grants and loans to businesses, non-profits, and municipalities
undertaking clean energy and alternative energy production projects; and
consumer home energy grants, reimbursements, and rebates. This
legislation would also provide for an alternative energy production tax
credit program. Senator Fontana offered amendment A05195, which was an
amendment to M. J. White’s amendment and would have increased funding
for the Ben Franklin Venture Capital Program from $25 million to $50
million. A vote of 12-37 was recorded and the amendment failed.
Senator M.J. White offered amendment A05193 that was the Senate’s
compromise to the alternative energy plan. It’s a $650 million package
funded through the utility gross receipts tax and the General Fund. The
Senate agreed to the amendment and the bill as amended.
