offered Amendment A06383, which would require a two-thirds, rather than
a majority vote (as is the current language of the bill) of the Senate
in the following cases of: a vacancy in the Lieutenant Governor’s
office, then the Governor shall appoint a Lieutenant Governor, or when
the Lieutenant Governor becomes Governor, he/she will appoint a
Lieutenant Governor. A vote of 21-29 was recorded and the amendment
failed.

SB820, PN1712:
This bill would amend the Telemarketer Registration Act, and would
provide for the definition of "automatic dialing-announcing device"; and
would further provide for the definitions of "telemarketing" and
"telephone solicitation call," for registration requirement and for
unwanted telephone solicitation calls.
Senator Pileggi
offered Amendment A06640. This amendment would add definitions of
automatic political calls from candidates, a candidate’s committee or
private organizations that do it with or without a candidates’
approval. Deadline to be on the do-not-call list would be September 15th.
This list must be published in the PA Bulletin. Within 30 days of the
publication, persons may not initiate an automated political call to a
residential telephone subscriber who does not wish to receive such
calls.
The list
administrator may not charge a fee for a copy of this list, which
exceeds the fee established under the National Do Not Call Registry or
cost incurred by the list administrator. A violation of this section
shall constitute a violation of the Unfair Trade practices and Consumer
Protection Law.
The amendment was
agreed to and the bill went over as amended.
SB906, PN1772:
This bill would amend The Landlord and Tenant Act of 1951, providing for
disposition of abandoned personal property.
Senator Browne
offered Amendment A06647. This amendment would remove the “death of a
tenant” language from the bill and add a requirement for written
notification of the tenant to contact the landlord within 10 days and
retrieve the property within 30 days. If the notice information is not
in the lease, the notice must also go to any emergency contact. The
landlord may move the property off the premises for storage and impose
moving and storage fees after the first 10 days. The notice will
include information on potential moving and storage fees.
The amendment was
agreed to and the bill was laid upon the table.

This resolution would commend the Pennsylvania State Association of
County Fairs for its promotion of Pennsylvania agriculture, 4-H and
Future Farmers of American, family values, scholarships and tourism.
