SB822, PN1842:  A Joint Resolution proposing amendments to the Pennsylvania Constitution to further provide for disqualification to hold other office and for vacancy in the office of Lieutenant Governor. 

Senator Costa offered Amendment A06383, which would require a two-thirds, rather than a majority vote (as is the current language of the bill) of the Senate in the following cases of: a vacancy in the Lieutenant Governor’s office, then the Governor shall appoint a Lieutenant Governor, or when the Lieutenant Governor becomes Governor, he/she will appoint a Lieutenant Governor.  A vote of 21-29 was recorded and the amendment failed.

A vote of 33-17 was recorded for the bill.

SB998, PN1840:  This bill would amend Title 40 (Insurance) to provide for clinical social work services. A vote of 50-0 was recorded.

SB1020, PN1871:  This bill would amend the Conservation District Law, and would further provide for declaration of policy, for the State Conservation Commission, for creation of conservation districts, for designation of district directors, for appointment, qualifications, compensation and tenure of directors, for organization of directors, for powers of districts and directors, for Commonwealth agencies to cooperate and for discontinuation of districts; and making a repeal. A vote of 50-0 was recorded.

SB1033, PN1880:  This bill would amend Title 51 (Military Affairs) and would further provide for the composition of the State Veterans' Commission. A vote of 50-0 was recorded.

HB1152, PN1400:  This bill would amend Title 13 (Commercial Code) and would extensively revise provisions relating to warehouse receipts, bills of lading and documents of title; further providing, in secured transactions, for definitions, for perfection and priority in deposit accounts and for perfection upon attachment; and making editorial changes. A vote of 50-0 was recorded.

SB1225, PN1876:  This bill would amend Title 35 (Health and Safety) and would provide for mutual aid. A vote of 50-0 was recorded. 

SB1278, PN1844:  This bill would amend Title 23 (Domestic Relations) and would further provide for child medical support, annual fees, review of orders of support, effect of incarceration, pass-through of support and assignment of support. A vote of 50-0 was recorded.

SB9, PN1915:  This bill would require the identification of lawful presence in the United States as a prerequisite to the receipt of public benefits.

Senator Scarnati offered Amendment A06663 that was technical in nature.  The Amendment was agreed to and the bill was moved up.

SB820, PN1712:  This bill would amend the Telemarketer Registration Act, and would provide for the definition of "automatic dialing-announcing device"; and would further provide for the definitions of "telemarketing" and "telephone solicitation call," for registration requirement and for unwanted telephone solicitation calls.

Senator Pileggi offered Amendment A06640.  This amendment would add definitions of automatic political calls from candidates, a candidate’s committee or private organizations that do it with or without a candidates’ approval.  Deadline to be on the do-not-call list would be September 15th.  This list must be published in the PA Bulletin.  Within 30 days of the publication, persons may not initiate an automated political call to a residential telephone subscriber who does not wish to receive such calls.

The list administrator may not charge a fee for a copy of this list, which exceeds the fee established under the National Do Not Call Registry or cost incurred by the list administrator.  A violation of this section shall constitute a violation of the Unfair Trade practices and Consumer Protection Law.

The amendment was agreed to and the bill went over as amended.

SB906, PN1772:  This bill would amend The Landlord and Tenant Act of 1951, providing for disposition of abandoned personal property.

Senator Browne offered Amendment A06647.  This amendment would remove the “death of a tenant” language from the bill and add a requirement for written notification of the tenant to contact the landlord within 10 days and retrieve the property within 30 days.  If the notice information is not in the lease, the notice must also go to any emergency contact.  The landlord may move the property off the premises for storage and impose moving and storage fees after the first 10 days.  The notice will include information on potential moving and storage fees.

The amendment was agreed to and the bill was laid upon the table.

SR239, PN1781:  This resolution would commend the Pennsylvania State Association of County Fairs for its promotion of Pennsylvania agriculture, 4-H and Future Farmers of American, family values, scholarships and tourism. 

Senator Brubaker offered Amendment A06660, which was technical in nature.  The resolution went over as amended. 

SR253, PN1830:  This resolution would designate the week of April 14 through 18, 2008, as "Local Government Week" and April 15, 2008, as "Local Government Day" in Pennsylvania.  A vote of 50-0 was recorded.  The resolution was adopted. 

SR285, PN1912:  This resolution would adopt a temporary rule of the Senate relating solely to amendments to the General Appropriation Bill and other appropriation bills for the fiscal year beginning July 1, 2008, including any amendments offered to or for supplemental appropriations for prior fiscal years.  A vote of 50-0 was recorded.  The resolution was adopted.
