PASSED THE SENATE

 

 

HB 501, PN 3217: This bill amends the “Medical Practice Act” to provide for a statutory licensing mechanism for perfusionists.  Professional perfusionists are health care workers who play a critical role during open-heart surgery by operating the heart-lung machine, cardiac and pulmonary support devices, and blood salvaging equipment.  Senator Mellow offered Amendment A06788, which was technical in nature.  The amendment was agreed to and the bill went over as amended.

SB 820, PN 1925: This bill defines robo-calls and prohibits their use in political campaigns.  Senator Pileggi offered Amendment A06815, which was technical in nature.  The amendment was agreed to and the bill went over as amended.

SB 1107, PN 1843: This legislation prohibits any court of this commonwealth from modifying or amending an existing custody order or entering a new order that changes the custody order of a child whose parent is a member of the armed forces while that person is deployed in a support of a contingency operation upon the filing of such a motion.  Senator Folmer offered Amendment A6762, which was technical in nature.  The amendment was agreed to and the bill went over as amended.

SB 1269, PN 1731: The legislation amends Title 42 (Judicial Code) and provides for the confidentiality and non-incrimination rights of juvenile offenders in juvenile proceedings.  The bill passed with a vote of 45-4.

HB 1044, PN 3511: The bill amends Title 53 (Municipalities Generally) by providing for the powers and duties of the Municipal Police Officer’s Training Commission and for mandatory training waiver requests.  Senator Mellow offered Amendment A06662, which was technical in nature.  The amendment was agreed to and bill went over as amended.

SB 1063, PN 1875: This bill would establish various reforms in relation to the collection of earned income tax that would consolidate, modernize, and introduce uniformity to the collection process.  Senator Earll offered Amendment A06799, which was technical in nature.  The amendment was agreed to. 

Senator Orie offered Amendment A06807, which divides Allegheny County into four separate tax collection districts.  The amendment was adopted by a vote of 43-6. 

Senator Robbins offered Amendment A06813, which would have allowed for Local Tax Committees to opt out of the provisions of this act.  The amendment failed with a vote of 11-38.

Senator Regola offered Amendment A06625, which would have allowed for the collection of the Earned Income Tax at the school district level, instead of the county level.  The amendment failed with a vote of 8-41.

Senator Regola offered Amendment A06629, which would have exempted Counties of the 2nd and 3rd class from this act.  The amendment failed with a vote of 12-37.  

The bill was moved up.

SR 263, PN 1974: This resolution directs the Legislative Budget and Finance Committee to conduct a study relating to the funds collected from the $4 fee from construction or building permits and to report its findings to the General Assembly.  The resolution was adopted.
