PASSED THE SENATE

 

 

SB 1036, PN 1316The bill is a non-preferred appropriation bill for the 2009-10 fiscal year for the University of Pittsburgh. 

Senator Costa made a point of order asking to rule this bill unconstitutional, he and Senator Mellow spoke on behalf of the democrats stating that by voting for non-preferred bills, it is a violation of the Pennsylvania Constitution since we do not have any budget agreements in place.  The bill failed by a vote of 30-20 because two-thirds of a vote was needed for passage. 

SB 441, PN 1075:  The legislation amends the Public School Code by providing an update to the provisions related to disqualifications of candidates for teaching certificates.  A vote of 50-0 was recorded.

HB 1648, PN 2294 This bill would establish a joint legislative, executive and judicial commission on juvenile justice.  A vote of 50-0 was recorded.
