HB 732, PN 960 (Quinn) – This bill would amend the Tax Reform Code to provide an exemption for volunteer service providers from the Pennsylvania realty transfer tax for any transfer made by a volunteer EMS, fire or rescue organization. Senator Yudichak offered amendment A06669 which creates a local resource manufacturing tax credit for construction jobs. Senator Santarsiero offered amendment A06677 which amends the previous amendment to make the amendment apply to all jobs at the facilities. The amendment failed by a vote of 20-29. Senator Muth offered amendment A06687 to the previous amendment which creates a plan to reduce greenhouse gas emissions as a requirement to getting the tax credit. The amendment failed by a vote of 19-30. Senator Muth also offered amendment A06683 which would mandate that a legislative study be done on the environmental impact before a tax credit is given. The amendment failed by a vote of 20-29. Senator Yudichak’s original amendment A06669 was approved by a vote of 40-9. Senator Santarsiero offered amendment A06649 which would apply the prevailing wage act to seven additional programs for construction tax credits. The amendment failed by a vote of 20-29. The bill was approved by a vote of 40-9.

HB 1437, PN 4007 (M.K. Keller) – This bill amends the Tax Reform Code to make revisions to the Rural Jobs and Investment Tax Credit Program to increase the tax credit from $30 million to $60 million. Senator Martin offered amendment A06686 which provides for reporting requirements and that no penalty be assessed for failure to file reports in 2019 or 2020. The amendment also contains a section restricting how money under section 1812-C may be utilized. Senator Vogel offered amendment 06641 which removes the amendments to section 1828 -G. Business Firms and amends the limit in tax credit certificates to $30,000,000. Both amendments were agreed to by a voice vote and the bill was re-referred to the Appropriations committee.

SB 836, PN 1664 (Regan) – This bill would provide for electrocardiogram testing and distribution of related information for student athletic program participants. Senate concurred in House amendments as further amended by the Senate. A vote of 49-0 was recorded.
